<br /> <br /> <br />RELATED CITY POLICIES <br />The City Hall Complex master planning and public participation process relates to the council <br />values of: effective, accountable municipal government; a safe community; and sustainable <br />development. The council has identified a continuing goal in 2007 to adopt an implementation <br />plan for a parallel process for the construction of a new city hall and police facility. The <br />approved City Hall Complex Action Plan identifies key issues that must be addressed as work <br />toward the goal progresses. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />For narrowing the Police Patrol facility site options for future patrol facility planning, the council <br />has two options: <br /> <br />1.Select a single site for future planning efforts and focused acquisition efforts. <br /> <br />2.Narrow the site options to two or three sites with similar characteristics and proceed with <br />patrol facility planning efforts based on a representative site while site acquisition issues are <br />more fully explored on the selected sites. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />Given the proximity to other patrol functions, the potential for optimal police operations, reduced <br />land and building costs, and greater flexibility for future planning, the City Manager recom- <br />mends option 2, using site E as the basis for development of a patrol facility concept design <br />while further exploring the acquisition potential of sites D, E, and F. <br /> <br /> <br />SUGGESTED MOTION <br /> <br />Move to direct the City Manager to proceed with development of a patrol facility concept design <br />for site E, and continue to explore the acquisition potential of sites D, E, and F. <br /> <br /> <br />ATTACHMENTS <br /> <br />Attachment A: <br />Police Patrol Site Selection Criteria <br />Attachment B: Potential Police Patrol Sites <br />Attachment C: Police Patrol Site Considerations <br />Attachment D: Police Patrol Site Suitability Relative to Criteria <br /> <br />Attachment E: Patrol Facility Cost Models <br /> <br /> <br />FOR MORE INFORMATION <br /> <br />Staff Contact: Mike Penwell, Facilities Design & Construction Manager <br />Telephone: 682-5547 <br />Staff E-Mail: michael.j.penwell@ci.eugene.or.us <br /> <br />
