<br />The City’s actions remain voluntary. Specifically, if there is a financial obligation, it will only apply to <br />Eugene if Eugene agrees to the obligation beforehand. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />1. Conduct the Public Hearing and schedule this item for adoption on October 29. <br />2. Postpone the item or consider a work session. <br />3. Consider immediate adoption. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />The City Manager recommends that a public hearing be conducted and that adoption be scheduled for the <br />October 29 City Council meeting in order to continue to retain the opportunity for Eugene to be a voting <br />member of an entity that owns and manages 12 strands of fiber along an intra-Oregon route which includes <br />the Eugene city limits. Staff has no recommendation regarding the consortium representative. Given the <br />current council workload, the council may find it appropriate to opt for City Manager/designee representa- <br />tion. Under the draft by-laws, the council can at any time, appoint one of its members as the representative. <br /> <br /> <br />SUGGESTED MOTION <br /> <br />No motion is suggested.
