Planning staff has conferred with the CAO to <br />provide the Planning Commission with a summary of the requirements of HB 3337, as well. We <br />reviewed this information with you at your meetings to assist in the development and prioritization of <br />Planning Commission recommendations for the FY07-08 Planning Division Work Program. <br /> <br />HB 3337 amends the needed housing statutes to require that Eugene and Springfield have, within their <br />own separate UGBs, provided sufficient buildable residential lands to accommodate their estimated <br />housing needs for 20 years. The Bill dictates the location of a portion of the new UGB; by reference to <br />the Metro Plan, the Bill requires that the division between the cities will be the I-5 corridor. However, the <br />Bill does not specify where the remainder of the separate UGB is to be located. In order to determine the <br />lawful location of the rest of the new UGB, the city must study the supply of, and demand for, buildable <br />land within its new, separate UGB. The Bill sets a January 1, 2010, deadline for each city to complete the <br />initial steps in that study: those steps described in ORS 197.296(3). <br /> <br />ORS 197.296(3) sets out the first three steps a city must take to demonstrate that is has provided sufficient <br />buildable residential land. First, it must inventory the existing supply of residential buildable lands and <br />determine the housing capacity of that land (“inventory of existing capacity”). Second, it must conduct an <br />analysis of housing needs considering the type of housing and density ranges needed for the next 20 years <br />(“demand analysis”). Third, based on the demand analysis, the city must determine the number of <br />residential units and amount of land it needs within its UGB for each housing type for the next 20 years <br />(“demand determination”). <br /> <br />In consideration of the FY07-08 Planning Division Work Plan, the Planning Commission should <br />recommend that the Planning Division address the deadline-driven requirements detailed in the Bill: the <br />inventory of existing capacity, the demand analysis and the demand determination.
