ATTACHMENT A <br /> <br />M I N U T E S <br /> <br /> <br />Eugene City Council <br />Regular Meeting <br />Council Chamber—Eugene City Hall <br /> <br /> September 10, 2007 <br /> 7:30 p.m. <br /> <br />COUNCILORS PRESENT: Andrea Ortiz, Chris Pryor, Betty Taylor, Bonny Bettman, Jennifer <br />Solomon, George Poling, Mike Clark, Alan Zelenka. <br /> <br /> <br />Her Honor Mayor Kitty Piercy called the meeting of the Eugene City Council to order. <br /> <br />1. PUBLIC FORUM <br /> <br />Mayor Piercy reviewed the rules of the Public Forum. She stated that there would be a community forum to <br />provide members of the community to offer comments on the selection of the new City Manager on <br />September 17. <br /> <br />Jean Rubel <br />, PO Box 5102, Eugene, recounted that the councilors had spent time in the work session <br />discussing issues of bias and conflicts of interest. She alleged that councilors claimed they could be <br />impartial when considering McKenzie-Willamette Hospital’s proposal to relocate. <br /> <br />Mayor Piercy interrupted Ms. Rubel and asked City Attorney Emily Jerome to address the issue. City <br />Attorney Jerome said the public hearing scheduled for October 23 would be a more appropriate time for this <br />testimony if the matter related to the McKenzie-Willamette Hospital application. <br /> <br />Ms. Rubel asserted that she wished only to address the process and not substantive issues. She asked if the <br />City Attorney was going to request that she cease testimony. Ms. Jerome reiterated that the appropriate time <br />to speak on this item was at the public hearing. She encouraged Ms. Rubel to submit her testimony in <br />writing and staff would respond to it. <br /> <br />Ms. Rubel asked if she was being denied her three minutes of public comment. Mayor Piercy responded <br />that the City Attorney was the City’s legal staff and that there were rules the council had to adhere to by law <br />in regard to quasi-judicial issues. <br /> <br />Ms. Rubel reiterated that her testimony had nothing to do with substantive issues. Mayor Piercy replied that <br />it was her belief that if the testimony had anything to do with the McKenzie-Willamette Hospital application <br />it could not be given at this time and would have to be provided at the public hearing on October 23. <br /> <br />Ms. Jerome encouraged Ms. Rubel to call the City Attorney’s Office or the City Manager’s Office on the <br />following day for further information. <br /> <br />Ms. Rubel opined that the process was “flawed and biased.” <br /> <br /> <br />MINUTES—Eugene City Council September 10, 2007 Page 1 <br /> Work Session <br /> <br />
