At <br />the work session, the City Council provided feedback on certain elements or concepts of the <br />ordinance. While these comments did not necessarily represent formal direction by the council, <br />staff has provided a response to comments, in the hopes that this information will facilitate <br />specific motions from the council. <br /> <br />Format <br />Councilors Bettman and Pryor offered suggestions on the format of the ordinance to enable more <br />effective review by the council, as well as the public. They include the following elements: <br />Provide commentary or some form of explanation which can help the layperson better <br />? <br /> <br />understand the specific sections of the draft ordinance. <br />Identify which elements of the ordinance are non-discretionary (required by state statute) <br />? <br /> <br />vs. discretionary. In other words, what aspects of the ordinance can the council modify <br />and what elements are fixed? <br /> <br />In response to these comments, staff has provided a revised version of the ordinance which <br />incorporates these suggestions. Below each major section of the draft ordinance is a <br />commentary section labeled “Comment” which provides an explanation of the intent of that <br />section, and in some cases, the origin of the requirement.
