The Type IV Procedures could be used, which provide for a Planning Commission <br />hearing and recommendation prior to council consideration. However, if council was inclined to <br />pursue Option 2, staff would recommend an approach consistent with annexations, which <br />requires the City Council to be the sole review body. <br /> <br />Advantages: Ensures that council is decision maker, especially for those requests that may <br />involve more significant issues. Additional process may provide a disincentive for questionable <br />requests. Provides greater opportunity for public input. <br /> <br />Disadvantages: Creates more impact on council (and if Type IV procedures are used, on <br />Planning Commission) agendas.
