the draft ordinance by December 10, 2007, staff has prepared a memorandum (see Attachment B) which provides responses to the City Council’s comments, including potential options that could be considered. Following the close of the public hearing, staff encourages City Council direction, to the extent possible, on any possible modifications which should be considered at the December 10, 2007 meeting. RELATED CITY POLICIES SB 417 requires the City of Eugene to assume responsibility for processing annexation requests within its UGB. The proposed ordinance establishes the provisions to implement this state mandate. COUNCIL OPTIONS The City Council may consider the following options: 1. Approve the proposed ordinance. 2. Approve the proposed ordinance with modifications as recommended by the Planning Commission. 3. Approved the proposed ordinance with specific modifications as determined by the City Council. 4. Deny the proposed ordinance. CITY MANAGER’S RECOMMENDATION The City Manager recommends the City Council adopt the proposed ordinance with the recommended modifications suggested by the Planning Commission.
