These fees fund plan review, inspection, and enforcement <br />services for State building codes and several local land use and environmental regulations. The <br />proposed adjustments are needed to cover increased costs for the current level of services offered in this <br />program area; recovery of 100 percent of costs through fees is mandated. The last adjustment to the <br />Construction and Development Fee Schedule was implemented October 31, 2003. <br />Regular permit customers will be notified by special mailing, information will be available at the Permit <br />and Information Center, and notice of the change will be posted in The Register-Guard on December 1. <br />Customers and community members are invited to comment on the changes between December 1 – 17. <br />Adjustments include an overall increase of three percent to most fees and a five percent increase in the <br />State electrical program area, which has not been meeting cost recovery goals. Local review fees are <br />increasing to capture the cost of additional plan review required by adopted stormwater requirements. <br />The administrative fee increases from eight percent to nine percent of total assessed fees, and Eugene is <br />required to adopt the State’s surcharge, which is scheduled to increase from eight percent to 12 percent. <br />Staff is also proposing a simplified method of calculating several fees, and the reduction of several fees. <br />A copy of the administrative order and fee schedule is available on the City’s website www.eugene- <br />th <br />or.gov/bldgpermitfees and at the Permit and Information Center, 99 W. 10 Avenue. In addition to the week-long <br />concluding seminar completed in November, Kristie also completed five core courses in court <br />administration: Court Performance Standards, Fundamental Issues of Caseflow Management, Managing <br />Court Financial Resources, Managing Human Resources, and Managing Technology Projects and <br />Technology Resources. <br />Kristie is one of over 500 court professionals across the United States, Canada, Puerto Rico and the <br />Virgin Islands who have achieved this certification since implemented in the year 2000.
