<br />HOUSING COUNSELOR CONTRACT
<br />
<br />This Agreement is made between

<br />Housing Counselor
<br />
<br />Owner/Developer (Applicant) holds an ownership interest in property located at
<br />in Eugene, Oregon.
<br />
<br />Street Address
<br />
<br />Applicant is applying to the City of Eugene for a permit to close a Manufactured
<br />Dwelling Park. As part of the conditions for the granting of this permit, Applicant is
<br />obligated to offer relocation assistance to all affected tenants.
<br />
<br />The purpose of the employment by Applicant of Housing Counselor is so that Housing
<br />Counselor will harmonize Applicant's relationship with affected tenants of the Applicant
<br />and minimize to the extent feasible any displacement hardship occasioned by the park
<br />closure for those tenants.
<br />
<br />Applicant and Housing Counselor agree that:
<br />
<br />1. DUTIES OF HOUSING COUNSELOR. Housing Counselor agrees to explain
<br />moving and relocation benefits to affected tenants; act as a housing referral
<br />resource by providing affected tenants with a list of alternative manufactured
<br />dwelling parks and other available housing; provide assistance in locating and
<br />securing alternative housing; assist affected tenants in viewing spaces in parks or
<br />alternative housing; assist affected tenants in understanding rental agreements;
<br />assist affected tenants with arrangement for moving.
<br />
<br />2. DUTIES OF APPLICANT. Applicant agrees to supply any needed information to
<br />Housing Counselor necessary for the fulfillment of Housing Counselor's duties and
<br />to reasonably cooperate with Housing Counselor in offering relocation compensation
<br />and alternative housing options. Applicant agrees not to discharge Housing
<br />Counselor or otherwise terminate this Agreement because of Housing Counselor's
<br />stated views or advocacy on behalf of a tenantl because of a disagreement between
<br />Housing Counselor and Appl icant on the status of offered relocation compensation
<br />and alternative housing options. Applicant shall use best efforts to cooperate with
<br />Housing Counselor in the performance of the duties of Housing Counselor stated
<br />herein.
