Police expenses increased $2.2 million, largely due to a $1.5 million increase in personnel costs, a $1.0 million <br />increase in allocated indirect expenses as a result of higher overhead costs, and a $0.9 million increase in <br />health care costs, which was offset by a $1.7 million decrease in internal insurance charges. <br />This next chart compares program revenues and expenses for the individual governmental activities for the current <br />year.
