If the treasurer violates any <br />campaign finance regulations, the candidate is also <br />in violation and is jointly liable for any civil penalties. <br /> <br />For further detail on campaign finance requirements, <br />see the 2008 Campaign Finance Manual and the <br />ORESTAR User Manual. ORESTAR (Oregon Elections <br />System for Tracking and Reporting) is the Secretary <br />of State, Elections Division's secure, web-based elec- <br />tronic reporting system. <br /> <br />Conduct of Elections <br />(ORS Chapter 254) <br /> <br />City Elections Official <br />The city elections official prepares and files a <br />statement of candidates to be placed on the ballot <br />with the county elections official. <br /> <br />County Elections Official <br />II County elections officials conduct the election. <br /> <br />o <br /> <br />The city elections official receives the <br />abstract of votes from the county elections official <br />and determines the results of the election. <br /> <br />8 <br /> <br />The city elections official prepares: <br /> <br />-7 a register of nominations after the 2008 Primary <br />Election, including: <br /> <br />name of each candidate nominated <br /> <br />office for which the candidate was nominated <br /> <br />date of entry <br /> <br />~ proclamation declaring the nomination or election <br />of candidates <br /> <br />and <br /> <br />~ certificates of nomination or election <br /> <br />Write-In Post Elections Procedures <br /> <br />If any individual is nominated or elected by <br />write-in votes: <br /> <br />II <br /> <br />The city elections official delivers a write-in <br />acceptance form to the individual (SEL 141). <br /> <br />e <br /> <br />The individual must sign and file the write-in <br />acceptance form with the city elections official. <br /> <br />e <br /> <br />If the individual files the write-in acceptance form, <br />the city elections official must prepare and deliver a <br />certificate of nomination or election to the individual <br />and, if applicable, issue a proclamation of election. <br /> <br />
