<br /> <br />FACTS ABOUT <br />CITY OF EUGENE <br />VOLUNTARY CAMPAIGN FINANCE PROGRAM <br /> <br />WHY DOES EUGENE HAVE THIS PROGRAM AND WHAT DOES IT DO? <br />The City Council passed Resolution 4709 in May 2002 because it was concerned about the <br />escalating costs of running for City office, and the appearance of impropriety when an individual <br />or corporation contributes significant funds to a candidate's campaign. <br /> <br />The program is entirely voluntary and is designed to encourage candidates for City offices to <br />limit campaign expenditures and contributions. <br /> <br />WHAT ARE THE LIMITS? <br />Limits cover a single election only. Consequently, if a candidate has a run-off election, the limits <br />start over. Participating candidates must pledge to comply with the following: <br />City Council Candidates <br />. Total expenditure limit of $7,500 <br />. Contribution limit of $100 per person or entity <br />· Contribution limit of $500 from a candidate for his/her own campaign <br />. No contributions after the filing deadline for second supplemental campaign contribution <br />and expense report. <br /> <br />Mavoral Candidates <br />. Total expenditure limit of $30,000 <br />. Contribution of $500 per person or entity <br />. Contribution limit of $500 from a candidate for his/her own campaign <br />. No contributions after the filing deadline for second supplemental campaign contribution <br />and expense report. <br /> <br />HOW DO CANDIDATES PARTICIPATE? <br />Candidates sign a pledge form at the time of filing their preliminary paperwork with the City <br />Recorder or they may declare their intention to participate not later than 5:00 p.m. on the fifth <br />working day after the filing deadline for a primary election or the primary ballot certification for <br />the general election. <br /> <br />A candidate who follows these limits files the required state contribution and expense reports at <br />the same time and using the same forms as candidates who have not made the pledge. <br /> <br />HOW DO VOTERS KNOW ABOUT CANDIDATES' PARTICIPATION IN THE P,ROGRAM? <br />Names of all candidates and whether they have pledged to comply with the voluntary limits will <br />be published on the City of Eugene's website. They will also be published in a local newspaper, <br />on at least two occasions prior to the election. <br /> <br />The City makes available on the City website or upon request, the second supplemental report <br />and any reports as required by the State of Oregon. <br /> <br />If the City of Eugene determines that a candidate who pledged to follow the limits has failed to <br />do so, the City Manager shall provide the public with notice of that failure. Nodee may be <br />provided on the City's website or through publication in a local newspaper. <br />
