<br />Attachment A Exhibit E <br /> <br />Findings <br /> <br />Oregon West Management,LLC <br />(MA 07-2, RA 07-1, Z 07-3) <br /> <br />Metro Plan Dia2ram Amendment (MA 07-2) <br /> <br />The proposed amendments change the current Metro Plan land llse diagram designations 01'7.3 <br />acres of subject propeliy n011h of Green Lane from Low Density Residential to Commercial, and <br />would change 1.3 acres of the subject property south of Green Lane from Commercial to Medium <br />Density Residential. <br /> <br />Eugene Code (EC) Section 9.7730(3) requires that the following criteria (in bold and italics) be <br />applied to a Metro Plan diagram amendment: <br /> <br />(a) Tlte amendment must be consistent witlt tile relevant Statewide Planning Goals adopted by the <br />Land Conservation and Development Commission; and <br /> <br />Goal 1 Citizen Involvement: To develop a citizen involvement program that insures the opportunity <br />for citizens to be involved in all phases oithe planning process. <br /> <br />The City has acknowledged provisions for citizen involvement that ensure the opportunity for <br />citizens to be involved in all phases of the planning process and set out requirements for such <br />involvement. The action does not amend the citizen involvement program. The process for <br />reviewing these amendments complies with Goal 1 since it complies with, and surpasses the <br />requirements of, the citizen involvement provisions. <br /> <br />The City of Eugene land use code implements Statewide Planning Goal I by requiring that notice of <br />the proposed amendments be given and public hearings be held prior to adoption. Consideration of <br />the amendments begins with a City of Eugene Planning Commission public hearing on October 18, <br />2007. During completeness review, several iterations of the application were sent to the affected <br />neighborhood group, the Santa Clara Community Organization (SCCO) for early involvement. The <br />also applicant met with the neighborhood group at different times during completeness review. <br /> <br />Subsequent to deeming the applications complete, on August 31, 2007, the City mailed notice of the <br />proposed plan amendments to the Department of Land Conservation and Development, as required <br />by the Eugene Code and in accordance with State statutes. Referrals concerning the pending <br />applications were sent to the Oregon Department of Transportation (OnOT), City of Springfield, <br />Lane County, the affected Neighborhood Association, the sceo, and to City departments. On <br />September 18, 2007, notice of the Plam1ing Commission public hearing was mailed to the applicant, <br />O\vners and occupants of property within 300 feet of the subject property and the Santa Clara <br />Community Organization.
