Eugene Planning Division <br /> <br />ITEM TITLE: <br /> <br />Public Hearing for Oregon West l'vlanagement, LLC Metro Plan Amendment, <br />Refinement Plan Amendment and Zone Change (MA 07-2, RA 07-1 and Z 07-3) <br /> <br />ACTION REQUESTED: Hold a public hearing on the proposed Metro Plan amendment, retinement <br />plan amendment and zone change. <br /> <br />BRIEFING STATEMENT: On October 18, 2007, the Eugene Planning Commission will hold a public <br />hearing on a proposal to amend the Metro Plan, amend the applicable refinement plan and approve a <br />concurrent zone change for Oregon West Management LLC, (Steve Graves) for property owned by Santa <br />Clara Properties, LLC. The property subject to this request, identified as Tax Lots 9100,9200 & 9300 of <br />Assessor's Map ]7-04-11-41 and Tax Lots 200,300,400 & 1900 of Assessor's Map 17-04-11-44, is <br />located at 2685 River Road & 84 Green Lane, on the east side of River Road, south of Hunsaker Lane, <br />with 7.3 acres of the site north of Green Lane and 1.3 acres of the site south of Green Lane, and is within <br />the Eugene City limits. The following plan amendments and zone change applications were submitted by <br />the applicant: <br /> <br />Metro Plan Amendment (City file MA 07-2) to amend the Metro Plan land use diagram to change 7.3 <br />acres of site north of Green Lane from a designation of Low Density Residential to a designation of <br />Commercial, and to change].3 acres of the site south of Green Lane from a designation of Commercial to <br />a designation of Medium Density Residential. <br /> <br />Refinement Plan Amendment (City file RA 07-1) to amend the River Road-Santa Clara Urban Facilities <br />Ehm land use diagram to change approximately 7.3 acres of the site north of Green Lane from a <br />designation of Government and Education to a designation of Commercial; to change 1.3 acres of the site <br />south of Green Lane from a designation of Commercial to a designation of Medium Density Residential; <br />and to amend the refinement plan text to include site specific development requirements. <br /> <br />Zone Change (City file Z 07-3) to rezone 7.3 acres of the site north of Green Lane from the existing <br />zoning of PL and C-l, Public Land zone and Neighborhood Commercicl zone, to C-2/PD/SR, Community <br />Commercial zone with Planned Unit Development and Site Review overlays; and to rezone 1.3 acres of <br />the site south of Green Lune from R-I, Low Density Residential zone to R-2/PD/SR, Medium Density <br />Residential with Planned Unit Development and Site Review overlays. <br /> <br />BACKGROUNO: <br />j>urpose of Staff Report <br />The Eugene Code requires City statJto prepare a \vritten report, prior to the public hearing, for the <br />Planning Commission's consideration concerning any Metro Plan amendment, refinement plan <br />amendment and zone change request. The staff report provides only preliminary infonnation and <br />recommendations (see Attachment A). The Eugene Planning Commission will also consider additional <br />public testimony and other materials presented at the public hearing before making a decision. Following <br />the close of the public hearing record, the Planning Commission volill make a recommendation, based on <br />the required approval criteria, to the City Council to approve, approve with modifications or deny the <br />
