Santa <br />Clara Properties, Inc., a private development group, recently purchased the Santa Clara <br />Elementary School site. Per EC 9.2681(2) which states, "When public land is soldfor private the <br />development, the property shall be rezoned according to the procedures for zone changes <br />beginning l<l'ith andfollowing section 9.8850 Purpose of Zone Changes" the applicant is seeking <br />a zone change of the subject site. The applicant proposes herein a Metro Plan amendment to <br />allow a horizontal mixed-use residential and commercial development on the subject site. <br /> <br />The applicant, Santa Clara Properties, LLC is preparing to submit applications to the City for <br />permits to build a mixed-use residential and commercial development (mixed-use center) on the <br />subject site. Because the mixed-use center is a combined residential and commercial use, a <br />required land use action for its development is for the Eugene-Springfield Area Metropolitan <br />General Plan (Metro Plan) to allocate the existing Commercial and Residential designations of <br />the subject site to match the proposed development <br /> <br />The existing River Road/Santa Clara Urban Facilities Plan (the applicable refinement plan) land <br />use designations are shown on Exhibits E.1 and E.2. With approval of this application it is also <br />necessary to remove the existing Government and Education designation and apply Commercial <br />designation for the portion of the site north of Green Lane and to remove the Commercial <br />designation and apply Medium Density Residential designation for the portion of the site south <br />of Green Lane on the RR1SC Land Use Diagram.
