<br />Metro Plan, the City can fmd that the proposed PAPA will not make the Aletro Plan internally <br />inconsistent. <br /> <br />J Energy Element <br />Metro Plan. Goall: Maximize the conservation and efficient utilization of all types (~f energy. <br /> <br />Response: <br />The proposed PAPA and subsequent development of the site will encourage conservation and <br />efticient utilization of energy by a concentration of employment, services and residences on the <br />site, and enabling transit services to the site. <br /> <br />i\Ietro Plan, Policy .1.3: Land allocation and development patterns shall permit the highest <br />possible current andfuture utilization o.{solar energy for space heating and cooling, in balance <br />with the requirements o.lother planning policies; and <br /> <br />Response: <br />The applicant shall design future development according the standards of the Eugene <br />Development Code includes all standards relevant to solar orientation. <br /> <br />Metro Plan, Policy 1.7: Encourage medium- and high-density residential uses when balanced <br />with other planning policies in order to ma-rimize the efficient utilization of all forms of energy. <br />The greatest energy savings can be made in the areas of space heating and cooling and <br />transportation. For example, the highest relative densities o.{ residential development shall be <br />concentrated to the greatest extent possible in areas that are or can be Vo'ell served by mass <br />transit. paratransit; and/oot and bicycle paths. <br /> <br />Response: <br />Approval of this request will encourage and promote horizontally integrated mixed-use on the <br />development site in direct support of the Metro Plan goals, objectives and policies described <br />above. In addition, the development site is located 'ij mile from the Lane Transit District (LTI)) <br />River Road Station and an LTD stop will be enhanced with future development. Internal <br />circulation is geared towards pedestrians and integrated ,vith off-site sidewalks, bike lanes and <br />other transportation facilities to provide easy access between the higher density residential <br />development on the site and the nearby transit facilities. These findings demonstrate that this <br />request is consistent with both the Metro Plan Diagram and Text. <br /> <br />IJ1etro Plan, Policy J.8: Commercial, residential, and recreational land uses shall be integrated <br />to the greatest extent possible, balanced with all planning policies to reduce travel distances, <br />optimize reuse o.{waste heat, and optimize potential em-site energy generation. <br /> <br />Response: <br />The requested approval of the PAPA proposed herein, if approved, will enable the subsequent <br />zone changes and development of a residential and cOllilllercial mixed-use development that <br />shall provide employment, services and residential opportunities. Workers and residents will <br />have the option to obtain dining, shopping, and other commercial amenities less than a mile from <br />the subject site consistent with Policy J.8's mandate to balance all planning policies to reduce <br /> <br />Santa Clara-- Metro Plan Amendment Application <br />Written Statement - August 2, 2007 <br /> <br />Page 31 of32 <br />
