In addition, the City of Eugene Park,;, Recreation and Open Space <br />Comprehensive Plan (2006) does not list the project site in "Table B-5: Parks and Open Space <br />Inventory: River Road/Santa Clara Planning Sub-area" and does not identify the site on the <br />"Existing and Needed Parks, Recreation and Open Space Resources Map." <br /> <br />The Rivers to Ridges JHetropolitan Regional Open Space Study does not show the site on the <br />"Metropolitan Regional Parks and Open Space Study Vision Map." <br /> <br />The Eugene Parkr;, Recreation and Open Space Project and Priority Plan does not indicate the <br />site as an existing or proposed facility on the "River Road/Santa Clara Area Existing and <br />Proposed Parks, Recreation and Open Space Resources Map" and does not list the site or any <br />related project on "Table 1: Proposed Projects & Priorities for Parks, Open Space and <br />Recreational Facilities." <br /> <br />Cone/usion: <br />Changing the plan diagram designation of this site does not affect a recreation area, facility or <br />opportunity inventoried and designated by the acknowledged plan to meet the City's recreational <br />needs. The City of Eugene is not required to apply Goal 8 when considering the consistency of <br />the proposal and can find that the plan amendment is consistent with Statewide Planning Goal 8. <br /> <br />Goal 9 - Economic Development: To provide adequate opportunities throughout the state for a <br />varietyofeconomic activities vital to the health, )-}'eljare, and prosperity of Oregon 's citizens. <br /> <br />Response: <br />Statewide Planning Goal 9 - Economy of the State, requires communities to inventory, plan, and <br />zone enough commercial and industrial land to support the diversification and improvement of <br />the economy. Oregon Administrative Rule 660-009-000 et seq. (Division 9) establishes the <br />applicability ofOoal9 rules. OAR 660-009-0010(4) states: <br /> <br />For a post-acknowledgement plan amendment under OAR chapter 660, division 18, that <br />changes the plan designation of land in excess of two acres within an existing urban <br />growth boundaryfrom an industrial use designation to a non-industrial use designation, <br />or an other employment use designation to any other use designation, a city or county <br />must address all applicable planning requirements...
