Moreover, the proposed amendment <br />allows more intensive residential development in an area that is underserved by building types <br />that are allowed within the Medium Density Residential designation. <br /> <br />The Residential Land" and Housing Study estimations of the long ternl projected land needs, and <br />the determination that there is an adequate inventory, serve to demonstrate that the minimum <br />needs have been met. The proposal adds to the supply of Medium Density Residential and <br />Commercial inventories Vvithout significantly affecting the supply of Low Density Residential <br />land. <br /> <br />In summary, based on the excess supply of residential land and the relatively small amonnt of <br />acreage involved in this application, our analysis finds that the applicant's plan anlendmcnt <br />proposal meets the requirements of statewide planning Goal 10, and supports applicable adopted <br />policies. Please refer to discussion regarding Goal 9-Economy and the It.1etro Plan discussion of <br />the policies of the Residential Land Use and Housing Element. <br /> <br />Goal 11 - Publi.c Facilities altd SeYl'ices: To plan and develop a timely, order~v and efficient <br />arrangement of public facilities and services as a framework for urban and rural development. <br /> <br />Response: <br />The parcels affected by this application are currently within the Urban Grmvth Boundary and <br />have been annexed into the City of Eugene. The previous annexations were made in compliance <br />with an acknowledged comprehensive plan and implementing ordinances, and established the <br />availability of urban facilities and services.
