<br />Response: <br />The 2004 update of the Metro Plan planned for an adequate supply of residential land based on <br />the analysis of the 1999 Residential Land Supply. As discussed in more detail under Goal 10, <br />herein, the applicant is not appreciably affecting the regional supply of residentiallalld and is <br />increasing the supply of Medium Density land within an underserved area of the community that <br />is also located close to transit and other services. As such this proposed amendment supports <br />Policy A.3. <br /> <br />Aletro Plan. Policy A.8. Require development to pay the cost, as determined by the local <br />jurisdiction, of extending public services and i11frastructure. The cities shall examine ways to <br />provide subsidies or incentives for providing infrastructure that support affordable housing <br />and/or higher density housing. <br /> <br />Response: <br />The applicant shall conform to City of Eugene requirements and pay the fair cost of extending <br />public services and infrastructure. The proposed amendments within this amendment '.vill allow <br />a greater diversity of housing types to occur on the subject property than would be possible under <br />the current designation. As such this proposed amendment supports this policy. <br />Residential Densitvlvletro Plan, Policy A.I O. Promote higher residential density inside the UGB <br />that utilizes existing infrastructure, impro'ves the efficiency of public services and facilities, and <br />conserves rural resource lands outside the UGB. <br /> <br />Metro Plan, Policy A.II. Generally locate higher density residential development near <br />employment or commercial service, in proximity to major transportation systems or within <br />transportation-efficient nodes. <br /> <br />Metro Plan, Policy A.12. Coordinate higher density residential development with the provision <br />of adequate infrastructure and services, open space, and other urban amenities. <br /> <br />Response: <br />The proposed PAPA "",ill promote higher density development by increasing the total supply of <br />medium density designated and zoned land within the metropolitan area. The Santa Clara <br />subarea is underserved by higher density development and through this amendment the applicant <br />proposes to increase the overall supply in the subarea to meet the needs of the community. The <br />proposed amendment \vill locate Commercial land adjacent to Medium Density Residential on <br />the same development site which allows for the integration of an overall complex, or mixed-use, <br />development of conmlercial and residential. In addition, the proposed amendment is adjacent to <br />River Road, a major transportation route which has existing Lane Transit District (L TD) bus <br />service and is identified to have a Bus Rapid Transit (BRT/eMX) route ending at the current <br />transfer station located approximately one-half mile to the south of the subject property on River <br />Road. As such, the proposed PAPA supports the. utilization of existing infrastructure while <br />increasing overall density and providing needed commercial services. <br /> <br />Afetro Plan, Policy A.B.
