For more <br />information on the connection with Potential Node 5-C see Metro Plan Policy A.13 above. <br /> <br />.A4etro Plan, Policy A.23. Reduce impacts of higher density residential and mixed-use <br />development on surrounding uses by considering site, landscape, and architectural design <br />standard,; or guidelines in local zoning and development regulations. <br /> <br />The proposed amendments include text changes to the River Roadl Santa Clara Urban Facilities <br />Plan that include the use of the Planned Unit Development process in order to ensure that the <br />proposed development provides a pedestrian orientation that is scaled appropriately. Provisions <br />include reducing the maximum allowed are of a single building to no more than 18,000 square <br />feet, reducing the height limitation to 35-feet and providing a pedestrian friendly connection <br />across Green Lane to provide a linkage to nearby residential development (see Refinement Plan <br />application for more infonnation). The procedure of a Planned Unit Development shall provide <br />ample opportUnity for review to assure that impacts of the mixed-u.<;e development are <br />appropriately mitigated within the Development Site. As such these amendments support this <br />policy. <br /> <br />B. Economic Element <br /> <br />A detailed analysis of Economic Element policies is contained in the applicant's response <br />Statewide Planning Goal 9 - "EcDnomic Development." Those responses are hereby <br />incorporated by reference. <br /> <br />Metro Plan, Policy B.6: Increase the amount of undeveloped land zonedfor light industrial and <br />commercial uses correlating the effixtive supply in terms of suitability and availability li,ith the <br />projections of demand <br /> <br />Response: <br />The proposal (in conjunction with the related zone change application) \vill increase the supply <br />of undeveloped land planned and zoned for commercial use (see Tables 5 and 6). The increase in <br />supply will provide a suitable site for a community commercial center near a higher density <br />residential area that is serviced by existing transportation networks thus supporting the concept <br />of mixed-use development. The supply of neighborhood commercial land is reduced with tlus <br />application by approximately 90% within the potential node 5-C area. Although the supply of <br />neighborhood commercial land is reduced the proposed amendments allow for the development <br />of a mixed-use center that will provide a neighborhood focal point with supportive services tor <br />area residences, thereby meeting the intent of such commercial designations. <br /> <br />Given that the approval of this proposal would facilitate the rezoning of the property to <br />commercial, the proposal is consistent with this policy. <br /> <br />Metro Plan, Policy B.28.
