[Ee 9. 9610(12)(c)} <br /> <br />Response: <br />This refinement plan amendment proposes to add a Recommendations 5.0, 6.0, 7.0 and 8.0 that <br />are specific to the subject site (see discussion below). The amended text provides direction <br />specific to the su~ject site to provide ConU11ercial development north of Green Lane and to allow <br />Medium Density Residential to abut the "'transition" line mentioned in Recommendation 3.0 and <br />proceed west. The amended text allows expansion of the existing Medium Density Residential <br />area in order to allow a mix of development that will support commercial development as <br />proposed by the applicant. Recommendations No.3 and No.4 as described above are not <br />substantially changed by this application and do not apply to the parcels involved as an1ended <br />with the proposed recommendations No.5, ,No.6, No.7 and No.8. <br /> <br />RR/SC, Public Facilities and Services, Park and Recreation Service subsection, Policy 3. Tf71en <br />appropriate, landfor park and recreationfacilities shall be dedicated as part of the developmenl <br />reviell' processfor vacant land [EC 9. 961 0(16) (d)} <br /> <br />Response: <br />Changing the plan diagram designation of this sit"C does not affect a recreation area, facility or <br />opportunity inventoried and designated by the acknowledged plan to meet the City's recreational <br />needs. See Goal 8, Parks and Recreation, discussion for more detail. <br /> <br />RR/SC, Transportation Element, Policy 2. Support alternatives to the automobile including mass <br />transit. bicycle, walking and carpooling [Ee 9..9610(18)(b)J <br /> <br />Response: <br />This development site is located in an area of mixed commercial and residential development <br />that includes on-street bicycle lanes (River Road, Hunsaker Lane), and mass transit (the area is <br />served by LTD routes 51, 52 and 55). Furthermore, the location of the site supports walking due <br />to its proximity to commercial services that are within one-half mile of the subject site. As such <br />this proposed amendment supports this policy. <br /> <br />River Road/Santa Clara Urban Facilities Plan Text: River RoadlDivision Subarea (p, 2-32) <br /> <br />Recommendations No.3 and No.4 of the RR1SC document text in this section, on page 2-32, <br />refer to the area of the subject site and read as follows: <br /> <br />"3. The transition from professional office use to medium-density residential use should <br />occur in the vicinity of a line projected south from the east boundary of the Santa Clara <br />Elementary School property <br /> <br />4.
