<br />The proposed PAPA and subsequent development of the site will encourage conservation and <br />efficient utilization of energy by a concentration of employment, services and residences on the site, <br />and enabling transit services to the site. <br /> <br />Land allocation and development patterns shall permit the highest possible current and <br />jidure utilization ofsolar energyfor space heating and cooling, in balance lvith the <br />requirements of other planning policies; and (Policy 13) <br /> <br />The applicant shall design future development according the standards of the Eugene Development <br />Code includes all standards relevant to solar orientation. <br /> <br />Encourage medium- and high-density residential uses when balanced 11,ith other planning <br />policies in order to maximize the efficient utilization of a!! forms of energy. The greatest <br />energy savings can be made in the areas of space heating and cooling and transportation. <br />For example, the highest relative densities of residential development shall be concentrated <br />to the greatest extentpossible in areas that are or can be well served by mass transit, <br />paratransit, and foot and bic..Jlcle paths. (Policy J.7) <br /> <br />Approval of this request will encourage and promote horizontally integrated mixed-use on the <br />development site in direct support of the Metro Plan goals, objectives and policies described above. <br />In addition, the development site is located Yz mile from the Lane Transit District (L TD) River Road <br />Station and an L TD stop will be enhanced with future development. Internal circulation is geared <br />towards pedestrians and integrated with off-site sidewalks, bike lanes and other transportation <br />facilities to provide easy access between the higher density residential development on the site and <br />the nearby transit facilities. These findings demonstrate that this request is consistent with both the <br />Metro Plan Diagram and Text. <br /> <br />Commercial, residential, and recreational land uses shall be integrated to the greatest <br />extent possible, balanced with all planning policies to reduce travel distances. optimize <br />reuse o.fwaste heat, and optimize potential on-site energy generation. (Policy 1.8) <br /> <br />The requested approval of the PAPA proposed herein, if approved, will enable the subsequent zone <br />changes and development of a residential and commercial mixed-use development that shall <br />provide employment, services and residential opportunities. Workers and residents will have the <br />option to obtain dining, shopping, and other commercial amenities less than a mile from the subject <br />site consistent with Policy J.8's mandate to balance all planning policies to reduce travel distance. <br />Existing residential neighborhoods are adjacent to the subject site. Furthermore, the presence of <br />schools in close proximity and nearby recreational land uses which enables reduced travel distances, <br />this PAPA is consistent with this policy. <br /> <br />K.
