<br />TRAFFIC IMPACT ANALYSIS: Santa Clara School Site Redevelopment <br /> <br />PAGE 10 OF 36 <br /> <br />5. <br /> <br />EXISTING CONDITIONS <br /> <br />Roadway Network <br />The relevant roadways for this study are: <br /> <br />.:. River Road <br />.:. Hunsaker Lane <br />.:. Green Lane <br /> <br />River Road is functionally classified as a major artedal street. It runs north-south connecting Eugene to <br />Junction City. In the project area, it has five vehicle travel lanes, including two northbound, two <br />southbound, and a center turn lane. The posted speed in theproject vicinity is 35 MPH. There are 011- <br />street bicycle lanes and sidewalks in place in the area ofinterest. <br /> <br />Hunsaker Lane is a major collector roadway. connecting River and Irving Roads to Division A venue. It <br />is not improved with sidewalks, curb, or gutter. The posted speed is 35 MPH. <br /> <br />Green Lane is an unimproved east-\vest local residential street 'vvithout sidewalks or bicycle lanes. The <br /> <br />Posted speed is 25 MPH. <br /> <br />Transit Facilities <br />The proposed redevelopment area is serviced regularly by Lane Transit District (LTD) Routes 51, 52, <br />and 55. There is direct access to bus stops that are regularly served by these routes adjacent to the <br />project site. Specifically, there is an existing bus tum-out on the River Road site tl'ontage. The cun-ent <br />LTD route schedule is included in Appendix B <br /> <br />Crash Analysis <br />An analysis of crash history \vas perfonned tor the relevant existing studied intersections. The most <br />recent available tbTce full years of crash data was evaluated (January 1,2004 th.rough December 31, <br />2006 as supplied by ODOT and January 1,2003 through December 31,2005 as supplied by the City of <br />Eugene). <br /> <br />During the period of analysis, there was a total of 62 crashes at the Hunsaker Lane/River Road <br />intersection. This results in a calculated rate of 1.69 per rnillion entering vehicles, which is relatively <br />hi!!:h. Thirtv-one of the crashes were rear-end collisions which are not unusual at signalized <br />~). ~ <br /> <br />intersections. Ho\vever, 21 of the crashes included turning movements that are not as acceptable. <br />Detailed review and site observations suggests that most of the tum-movement related crashes are <br /> <br />;~';, " 1'1"; l;i"}, <br />'. :00, " 'A }".
