The improvements include on-street bicycle lanes, and other upgrades to urban standards. <br /> <br />Growth <br />Future 'no build' conditions were estimated by tact0l1ng existing traffic volumes by the projected <br />Average Annual Oro\vth Rate (AAGR) as published by Lane Council of Govemments (see Appt.'l1dix <br />E). Eugene/Springfield metropolibm population is projected to increase at an average AAGR of 1.17 <br />percent over the next 25 years: however, AAGRs have reached 2.5 percent in the past 25 years.
