The proposed refinement <br />plan land use diagram amendment from Government and Education to Commercial, and from <br />Commercial to Medium Density Residential, is consistent with the proposed Metro Plan land use <br />diagram amendments from Low Density Residential to Commercial, and from Commercial to <br />Medium Density Residential. <br /> <br />(l)(c) The refinement pllm amendment i~ consistent with the remaining portions oftlte <br />refinement plan. <br /> <br />The RRSC land use diagram amendment to re...ctesignate approximately 7.3 acres of the site north of <br />Green Lane from a designation of Government and Education to a designation of CQnmlercial, to <br />re-designate 1.3 acres of the site south of Green Lane from a designation of Commercial to Medium <br />Density Residential and text amendments to limit the use of the site for commercial and residential <br />uses in a (horizontal) "mixed use center" are determined to be consistent with remaining portions of <br />the refinement plan. Those policies found to be applicable to this request or addressed below. <br /> <br />General Land Use Policies <br /> <br />Afinimize land use conflicts by promoting compatibiliiy between land uses, especially among <br />residential, commercial-industrial, and commercial-agricultural uses. (Policy 1.0) <br /> <br />The amendment facilitates a commercial development that provides benefits for the city and <br />regional population and provides varied employment. Economically, the development pays property <br />taxes and is ajobs provider. The residential component of the proposed amendments will extend the <br />existing Medium Density Residential designation to the west in a logical manner that and will <br />enhance the supply of land available for higher density development within the Santa Clara subarea. <br />The future development of the site will incorporate landscaping and other features to enhance its <br />compatibility with the residential uses to the east. In addition, the proposed text amendments <br />provide significant protections that enhance compatibility of future development with the existing <br />and future residential development including height limitations, area limitations on building size <br />and the provision for the use of the Plalllled Unit Development procedures. Because of the reasons <br />stated, it is consistent with this policy. <br /> <br />Adopt zoning that is consistent with the land use diagram and policies contained in the land <br />use element o/the Urban Facilities Plan. (Policy 2.0) <br /> <br />The proposed amendments contained within this application include map and text changes.
