RECOMMENDATIONS AND CONCLUSIONS

Transit Facilities
The development site is cun-ently adequately served by public transit. No transit system enhancements
are necessary to accommodate the proposed zone change and plan amendments.

Non-motorized Facilities
It is recommended the developer construct an on-street bicycle lane on the Hunsaker Lane frontage, as
well as side\va1ks on all site frontages. Additionally, pedestlian street crossing enhancements should be
induded between the residential/cDmmercial sites. Details ofthese erulancements should be reviewed
under future site review applications.

Crash Analysis
During the tlu'ee year period ofan,dy~;is, there 'Nas a relatively high rate of crashes at the Hunsaker
Lane/River Road intersection. An adjustment to the signal timing or phasing, such as adding all-red t~me
or protected only lefl-turns, would likely reduce future crash rates; ho\vever, no accident reducing
measures are necessary to accommodate the subject development.

Trip Generation
The proposed development is projected to generate an average of 60 additional PM peak hour vehicle
trips under the reasonable worst case development scenario for the proposed zone change and plan
amendments when compared to a reasonable worst case development under the existing designations.

Mitigation
It is recommended that the developer construct one additional westbound approach lane at each of the
tv,'o studied public River Road intersections.

Transportation Planning Rule Criteria
T11e f()UO\ving summarizes the applicability of the relevant criteria:

OAR 660-12-06001 (a) \vas notf(.mnd to be applicable. as the proposed zone change and plan
amendments will not change the functional classification of an existing or pla1111ed transportation
facility.

OAR 660-12-0600 )(b) is not applicable, as the proposed amendment \vi11 continue to allow
types or levels ofland uses which \vould result in levels oftravel or access which are consist('nt
with the functional classification of the relevant transpOliation facilities.

~~.?\, r~-f-{; -l(~h
:" :,.. .c' ,.J,., ,,-
. c........ u_...__u

Lllgm e~~;:~~lg

In:-

August 28, 2007
