OR 97401 <br /> <br />.... <br /> <br />Re: ODOT comments on the Santa Clara School Site Redevelopment Metro Plan <br />amendment and Zone Change. <br /> <br />This letter represents ODOT's comments on the aforementioned proposed Metro Plan <br />Amendment and Zone Change requested for the Santa Clara School Site Redevelopment located <br />at the southeast comer of River Road and Hunsaker Lane in Eugene, Oregon. <br /> <br />The Metro Plan designation for the site is "Low Density Residential" (see attached maps). The <br />existing Eugene Zoning designation is "Public Land" and "Neighborhood Commercial", and the <br />Overlay Zoning Designation is "Urbanizahle Land:' The proposed Metro Plan amendment and <br />Eugene Zone Change is to designate the site "Community Commercial and Residential." <br /> <br />Plan amendments and land use regulation amendments must show consistency with the adopted <br />TSP under OAR 660-012.0060, the "Transportation Planning Rule." If an amendment <br />significantly affects a transportation facility, a local government must provide a form of <br />mitigation. The PAPA for the Santa Clara School Site Redevelopment included a 00al12 (TPR) <br />analysis prepared by Branch Engineering dated February 25,2007, The foHowing comments are <br />based upon that analysis. <br /> <br />1. In the introduction to the TIA, the applicant states that the scope of the analysis is based on <br />the City of Eugene's Standards for Traffic Impact Analysis, Administrative Rule R-9.8650. In <br />evidence of such, the applicant included in Appendix A of the TIA a check list. As stated in <br />R.9.86S0, <br /> <br />"The purpose of Traffic Impact Analysis Review is to ensure that <br />developments which will generate a significant amount of traffic, cause an <br />increase in traffic that will contribute to traffic problems in the area or result <br />in levels of sen'ice of the roadway system in the vicinity of the development <br />that do not meet adopted level of service standards provide the facilities <br />necessary to accommodate the traffic impact of the proposed development. " <br />
