<br />Leiter to Stephen B. Wilson <br />Santa Clara School Re-development Site <br />June 12, 2007 <br /> <br />3. For information, the following items are other l,md uses allowed in the C2 <br />commercial zone, that may not be included in typical shopping center trip generate <br />rates: Supermarket, discOlmt supermarket, Convenience Market, Nursery (garden <br />center or wholesale), Hotels and lodges, General Light Industrial, Self-service car <br />wash or automated car wash, New car sales, automobile parts sales, Auto care center, <br />Transit station, Gas/service station, Light rail Transit station with parking, Day care, <br />Church and synagogue, Library, Public School (middle and high school), University, <br />E- commerce facility, Congregate Care facility, Single-family detached housing. <br /> <br />The City of Eugene raised a question about trip generation potential for a <br />medical/dental facility. Again, it is my opinion thatthe shopping center rate <br />adequately represents the reasonable worst case development scenario, as <br />medical/dental offices generate roughly the same traffic per square foot as a shopping <br />center. <br /> <br />3. The second item I wantto respond to is the amount of traffic impacting the Beltline / <br />River Road interchange (nearest ODOT facility). Based on the trip distribution used <br />for this project, and the difference in site generated traffic (before and after the zone <br />change), a conservative maximum of 285 new PM peak hour trips will be distributed <br />to the westbound ramp intersection portion of the interchange. Based on a recent PM <br />peak hour traffic count our staff performed at this intersection, the new trips equal <br />roughly 3 percent of current existing intersection volumes, and roughly 2 percent of <br />future year 2025 intersection volumes. It is my opinion these increases are \vithin the <br />day to day fluctuations that would be expected at this intersection. Please confirm if <br />any additional study area will be required by ODOT. <br /> <br />4. We have re-counted the adjacent Santa Clara Square Shopping Center intersection to <br />confirm our trip distribution assumptions. The two counts were reasonably <br />consistent, and I intend on re-distributing 5 percent of the site generated trank from <br />the north to the south. It is my opinion that our local samples are more representative <br />than the lcog model due to the size of the TAZ. Please confirm that our trip <br />distribution assumptions will be acceptable to ODOT. <br /> <br />5. We intend on using ODOr's desired planning horizon year. <br /> <br />Based on the above, the JoIlovving are tour items that 1 need clarification or confirmation from <br />ODOT prior to revising the analysis: <br /> <br />· Acceptance of reasonable worst case scenario for the proposed zoning <br />· Confirm acceptance oftrip distribution assumptions <br />· Confirm that the amount of tramc impacting the interchange is within typical day to <br />day fluctuations <br />· Confinn the planning horizon year (2018 or 2025) <br /> <br />Branch Engineering, Inc. - Page 2 of 3 <br />
