The only other development I would consider forthis area, <br />would be a Supermarket (ITE #850). However, there appears to be at least two <br />supermarkets within this vicinity, plus a grocery outlet store, and two convenience <br />marts. So, it is unlikely a new supermarket would locate on this land. <br />· Trip Distribution: Trip distribution based on recent counts is a reasonable <br />assumption, and would supercede any model projections. <br />· Beltline Interchange Impacts: Your analysis seems to have shown that trips from <br />this rezone would only account for, at most, 3io of the total volume at the ramp <br />terminals. Since traffic is assumed to fluxuate by 101'0 from day to day, a 31'0 <br />increase is insignificant. An analysis of the Beltline/River Road ramp terminals will <br />not be necessary. <br />· The 2004 Eugene/Springfield Metro Plan has a planning horizoA of 2015. You <br />propose either 2018 or 2025. The 2018 planning horizon is only an l1-year <br />projection, whereas 2025 is an l8-year projection, assuming a base year of 2007. <br />For planning purposes, the Department generally requires a 15-year projection. <br />Therefore, a planning horizon of 2022 would be considered adequate. <br /> <br />Hopefully, these points will adequately address your needs.
