<br />Density Residential to abut the "transition" line mentioned in Recommendation 3.0 and proceed <br />west. The amended text allows expansion of the existing Medium Density Residential area in order <br />to allow a mix of development that will support commercial development as proposed by the <br />applicant. Recommendations No.3 and No.4 as described above are not substantially changed by <br />this application and do not apply to the parcels involved as amended with the proposed <br />recommendations No.5, ,No.6, No.7 and No.8. <br /> <br />The applicant's refinement plan text amendments are proposed for insertion on page 2-32, River <br />Road-Santa Clara Urban Facilities Plan, Chapter 2, River Road/Division Subarea, text to be <br />included as Recommendations No.5, No.6, NO.7 and No.8. The text amendments are as follows: <br /> <br />5. Nohvithstanding Recommendation No.4, development sites along Green Lane and <br />adjacent to tbe former Santa Clara Elementary School site may be designated and <br />zoned Medium Density Residential. If the parcels are zoned MDR, tbey must be <br />developed as a Planned Unit Development in connection with the former Santa Clara <br />Elementary School site and witb an empbasis on mixed-use development principles. <br /> <br />6. Upon the sale from public ownersbip to private ownership, the City shall recognize <br />the area of the former Santa Clara Elementary School at tbe southeast corner of the <br />intersection of River Road and Hunsaker Lane, between Hunsaker Lane and Green <br />Lane (Tax Lots 9100,9200,9300 of Assessor's Map 17-04-11-41 and Tax Lots 200, 300, <br />400 of Assessor's Map 17-04-11-44) as appropriate for Commercial development and <br />designated Commercial. Ifzoned commercial, it shall be developed as Planned Unit <br />Development in connection with the property described in Recommendation No.5 with <br />an emphasis on mixed-use development principles. In addition: <br />a. No individual building footprint witbinthe commercial development may <br />exceed 18,000 square feet; and <br />b. No building mass within 50-feet of Low Density Rcsidentialland may exceed <br />35 feet in height; and <br />c. Permitted or conditional Commercial services shall not include theaters; <br />lodging; C2 and C3 permitted manufacturing; medical, hcaltlt and correctional <br />services; motor vehicle related uses; and <br />d. The historic character of the former Santa Clara Elementary School shall be <br />commemorated on site by using architectunlI features and historic elements <br />typical of the former Santa Clara Elementary School (e.g., brick facades, <br />castings, etc.). <br /> <br />7. Pursuant to Recommendations 5 and 6, a pedestrian friendly connection subject to <br />review and approval by tbe City Engineer shall be provided at a tlmidblock" crossing <br />of Green Lane and shall include five or more of the following design elements: <br />a. Curb ramps <br />b. Curb extensions (equal to the width of on-street parking, but not interfering <br />with bicycle lane) <br />c. Raised crosswalks <br />d. Special paving treatment (e.g., brick, alternative colors, cobblestone, <br />patterned cement, etc.) <br /> <br />Findings- November 19,2007 <br />Page 29 <br />
