<br />Is there any other information (from the 2004 Metro Plan "housekeeping'~ update process) about <br />Public Land (zoned sites) and Low Density Residential being the "default" designation? Possibly a <br />spreadsheet? <br /> <br />The lead City staff on the Metro Plan update indicates that there was a spreadsheet that was developed <br />early in the Metro Plan update process that represents a first look at possibly affected properties. The <br />spreadsheet indicates some changes to Government & Education Lands, but on a site by site approach, not <br />through a blanket policy. A blanket policy was not considered with the Metro Plan "housekeepingH update <br />amendments and staff believes that that type of amendment would have been too large of a policy change <br />for that process. The spreadsheet shows the former Santa Clara Elementary School as a current <br />designation of Low Density Residential (based on RUD 1987 Metro Plan data) with a proposed <br />designation of Government and Education (based on the RRSC). At the October 18, 2007 public hearing <br />for the Oregon West Management applications, the applicant provided the PlaIU1ing Commission with a <br />copy of the February 10,2004 Agenda Item Summary for the Metro Plan "housekeeping" proposal <br />(Exhibit 4, item 8). The AIS includes an attachment which summari:zes staff's iinalrecommendation for <br />the former Santa Clara Elementary School. Staff s recommendation indicates that based on the evidence, <br />the designation of the entire school property as commercial could be contrary to adopted policies. <br />Therefore staffs recol1U11endation was for the property to remain designated as Low Density Residential <br />(consistent \-vith the 1987 Metro Plan data). <br /> <br />Regarding other instances oftrus type of blanket policy, the concept may have been discussed informally, <br />potentially even during other Planning Commission hearings. A blanket policy has not been <br />implemented, however; the Planning Commission may remember an example of a similar policy that was <br />implemented for a specific site (an EWEB property) rather than a blanket policy for all public land, which <br />was reviewed by the Planning Commission when a policy was inserted in the WiUakenzie Area Plan to <br />implement the Chase Node project. <br /> <br />Dates that the Metro Plan "Blob" Diagram, the River Road-Santa Clara Urban Facilities Plan, and <br />the latest version of the Metro Plan Diagram were adopted. <br /> <br />Metro Plan "Blob'~ Diagram was adopted in 1982. <br />The River Road-Santa Clara Urban Facilities Plan was adopted in 1987. <br />The current version of the Metro Plan Diagram was adopted April 21,2004 <br /> <br />Typical square footages of "big boxtt stores in Eugene. (Also, please include the square footage of <br />Ray's Market if available.) <br /> <br />The public record is closed and there is no evidence in the public record regarding the square footage of <br />"big box" stores. However, in response to a similar question, staff provided the West Broadway Advisory <br />Committee with a spreadsheet of several "big box" stores and their approximate square footage, include <br />Ray's Market. Per EC 9.7095 Quasi-Judicial Hearings - Official Notice and Record of Proceedings, <br />subsection (1)(a)2, the Planning Commission may take official notice of all public records of the City. Per <br />subsection (1)(b), matters officially noticed need not be established by evidence andmay be considered <br />by the hearings body in the determination of the proposal. Therefore, the Planning Commission can <br />choose to take official notice of this document that was provided to the West Broadway Advisory <br />Committee. If the Planning Commission chooses to take official notice of the spreadsheet, staff will <br />provide the spreadsheet to the Planning Commission during deliberations. <br /> <br />A reevaluation of the amount of dwelling units that can be built under existing zoning~ and that <br />which could be built under the proposal.
