T-l~m--- --------- <br />amendments to Metro Plan Chapter III-C, pertaining to natural resource protection, are more <br />substantive. <br /> <br />Council Goal Action Priority <br />Updating the Metro Plan through periodic review is consistent Virith all City Council goals, but is <br />especially pertinent to the following goal: <br /> <br />Sustainable Community Development <br />A eommunit)Ul1aLl~t.airJs__ a high qU_Cllity of lifecmd a healthy economy, e./feeth'e!y links land use and <br />transportation planning, and successfully manages growth and change in the urban environment <br /> <br />Financial and/or Resource Considerations <br />None. <br /> <br />Other Background Information <br />Updating the Metro Plan Diagram was especially cumbersome in Eugene because ofthe high number of <br />refinement plans that had been approved since 1982, and the large number of new land use districts <br />created in those refinement plans that did not match exactly with the Metro Diagram designations. To <br />create tbe new diagram~ many interpretations were made by staff, potentially affecting thousands of <br />=.~.~_"..prQP-erties-;;..hutstaff..bel.ie:v.eS-J-haLthe.p-f.Oposed-diagrarrLClosely reflects.-Pre_viously_.approve.d_rdinemenL.- <br />plan designations, much more so than previous diagra..lls. Early notice to thousands of affected property <br />oVvners resulted in few comments, all ofwmch were processed through the planning commissions and <br />included in their recommendations. The new diagram will not replace the use of refinement plans <br />during development review processes, because the refinement plans contain detailed descriptions of <br />preferred development scenarios. <br /> <br />Timing <br />Periodic review is already running late. Approval of these amendments will be processed as quickly as <br />feasible. A follow-up work session is scheduled for March. <br /> <br />OPTIONS <br />Options are limited because the same amendments must be approved by Springfield and Lane County. <br />The council may consider additional land use diagram or text amendments that reflect new information <br />or recent events. Generally, staff discourages changes outside of Chapter ITI-C (Natural Resources) that <br />are not \vithin the minor '.housekeeping" intent of package of an1endments. One example of a possible <br />amendment may be the folloViring: <br /> <br />Remove the proposed Government and Education land use designation proposed for the Santa Clara <br />School property. (The designation is proposed for refinement plan consistency, but the 4J School <br />District has decided to discontinue use of the property as a school.
