3.ACTION: Ratification of Intergovernmental Relations Committee Actions of January 3, 2008 City Council President: I move to ratify the IGR Committee's actions as set forth in the minutes of the January 3, 2008, IGR meeting. Roll Call Vote 4.ACTION: An Ordinance Providing for Withdrawal of Territories from the River Road Water District and River Road Park and Recreation District and from the Santa Clara Water District City Council President: I move that the City Council adopt Council Bill 4968, an ordinance providing for withdrawal of territories. Roll Call Vote 5.ACTION: An Ordinance Concerning Offenses and State Traffic Laws; Amending Sections 4.115, 4.990 and 5.005 of the Eugene Code, 1971; Declaring an Emergency; and Providing an Immediate Effective Date City Council President: I move that the City Council adopt Council Bill 4969, an ordinance concerning offenses and state traffic laws.
