ADMINISTRATIVE ORDER NO. 58-16-10 <br />of the <br />Traffic Engineer of the City of Eugene <br />CLOSURE OF PITCHFORD AVENUE WEST OF WESTEC DRIVE TO <br />VEHICULAR TRAFFIC <br />The Traffic Engineer of the City of Eugene finds that: <br />A. EC 5.040 authorizes the City Manager or the Manager's designee W take <br />administrative action to close or open any street to vehicular or pedestrian traffic. EC 5.055 sets <br />forth the criteria the City Manager or the City Manager's designee should consider when taking <br />administrative action authorized by EC 5.040. <br />B. On September 24, 2009, the City Manager issued Administrative Order No. 58-09- <br />14 granting the Traffic Engineer and the Public Works Department the authority to exercise all of <br />the duties and responsibilities specifically defined as those of the City Manager in Section 5.040 <br />and 5.050 of the Eugene Code, 1971. <br />C. By Administrative Order No. 58-16-06, the City Manager appointed me as the <br />City's AIC Traffic Engineer and delegated to me authority to exercise all duties and <br />responsibilities granted to the City Manager by EC 5.040 and 5.050. <br />D. Pursuant to the above -authority, I intend to close Pitchford Avenue west of Westec <br />Drive to vehicular traffic. In making the decision to close Pitchford Avenue west of Westec Drive <br />to vehicular traffic, I considered all of the applicable criteria set forth in EC 5.055, including the <br />consideration of traffic engineering principles and traffic investigations. Based on the applicable <br />criteria set forth in EC 5.055, the following findings support my decision to close Pitchford Avenue <br />west of Westec Drive to vehicular traffic: <br />1. Pitchford Avenue from Westec Drive to its western terminus is a local street <br />approximately 1,500 -feet in length. It is bordered by five tax lots. Tax lots <br />1704333300700, 1704333300800 and 1804042000100 are adjacent to the north side of <br />the street and are undeveloped. The south side of the street is adjacent to tax lots <br />1804042000400 and 1804042000500 which are part of the Avago Technologies <br />campus. There are no accesses to adjacent property on Pitchford Avenue. A gate <br />located at the western terminus of the street controls access to unimproved City right- <br />of-way and adjacent properties. <br />Administrative Order -- Page l of 2 <br />
