<br /> ” <br />b.To delete the language “subsection (3) offrom subsection 2.993(5); <br /> <br />c.To amend the language of proposed subsection (3) of section 2.996 to read: <br />“Statements from candidates for city offices, other than those statements submitted pursuant to <br />subsection 2.993(4), shall be submitted not less than 56 days prior to the date of an election” ; <br /> <br />d.And to amend subsection (c) of section 2.997 to read: <br />“For voters’ pamphlets containing only statements from candidates for city council or Eugene <br />Water & Electric Board positions, the wards which those candidates would represent if elected.” <br /> <br />4.Motion Four would require EWEB to pay for a proportional share of a city voters’ <br />pamphlet published by the City for an election where no city measures are on the ballot. <br />I move to insert a new subsection 2.993(5). The new language of subsection 2.993(5) shall read: <br />“Prior to the inclusion of a statement from a candidate for the Eugene Water & Electric Board in <br />a voters’ pamphlet published pursuant to subsection 2.993(4), the Eugene Water & Electric <br />Board shall agree to pay to the city the cost of the Eugene Water & Electric Board’s portion, as <br />determined by the city recorder, of the printing, advertising, mailing and personnel expenses <br />associated with publishing the voters’ pamphlet and distributing it within the city limits. <br />Nothing in this subsection shall relieve Eugene Water & Electric Board candidates of the <br />obligation to pay the fee required by subsection (3) of this section.” <br />th <br /> <br />5.Motion Eight requires that the City mail voters’ pamphlets not later than the 18 day <br />before an election. <br />I move to substitute the term “18th day" for the term “14th day" in section 2.997. <br />th <br /> <br />6.Motion Six was not requested by council in the February 11 work session. However, <br />recent conversations between the city recorder and Lane County Elections identified the <br />possibility that under the current Code, a person who was not registered to vote may <br />declare his or her candidacy for city office. If an unregistered candidate neglected to <br />register prior to his or her election to office, the candidate would be disqualified and the <br />office would be left vacant. This amendment closes that loophole. <br />I move to insert the following language into proposed section 2.965: <br />A candidate for city office must be registered to vote as a resident of the city at the time his or <br />her nominating petition is submitted to the city recorder. <br /> <br /> <br /> <br />
