4. PUBLIC HEARING and ACTION: <br /> <br />Resolution 1045 Adopting a Supplemental Budget; Making Appropriations for the Ur- <br />ban Renewal Agency of the City of Eugene for the Fiscal Year Beginning July 1, 2007, <br />and Ending June 30, 2008 <br /> <br />Ms. Murdoch recapped the $489,673 in proposed changes to the Urban Renewal Agency Budget. <br />She noted that the primary change was $350,000 included for additional operating budget <br />authority for the downtown district. She said the additional spending was for the cost of the public <br />process held over the summer, possible appraisals and environmental review, and additional legal <br />costs for negotiations with developers as well as additional staff costs already incurred during the <br />public input process as well as additional staff costs anticipated to occur during the rest of the <br />Fiscal Year beyond what was included in the FY08 adopted budget. <br /> <br />Mayor Piercy noted that Councilor Pryor had brought up a point of order. She asked City <br />Attorney Glenn Klein to verify that she did not need consensus to take action on the previous <br />supplemental budget item. City Attorney Klein affirmed that this was so. <br /> <br />Mayor Piercy adjourned the Eugene Urban Renewal Agency at 9:18 p.m. and reconvened the City <br />Council meeting. <br /> <br /> <br />3. PUBLIC HEARING and ACTION: <br /> <br />Resolution 4922 Adopting a Supplemental Budget; Making Appropriations for the City <br />of Eugene for the Fiscal Year Beginning July 1, 2007, and Ending June 30, 2008 <br /> <br />Councilor Ortiz, seconded by Councilor Pryor, moved to approve Resolution 4922 <br />adopting a Supplemental Budget; making appropriations for the City of Eugene for <br />the Fiscal Year beginning July 1, 2007, and ending June 30, 2008. <br /> <br />Councilor Taylor opposed the motion. She believed the council should wait until the outstanding <br />questions had been answered. <br /> <br />Councilor Bettman also opposed the motion. She wanted information on potential discretionary <br />money in the budget and whether the council could place it in the reserve for revenue shortfall. <br />She said if no one asked questions staff would do as it always did and the budget would remain <br />status quo. She declared that some funds were “swimming in money.” <br /> <br />Councilor Zelenka thanked Councilor Bettman for bringing this to the council’s attention. He <br />shared her concern and would oppose the motion. <br /> <br />City Manager Angel Jones stated that the reason the funds existed and how they were handled was <br />based on council policy. She stressed that each one of the funds had included a discussion as to <br />how the fund would be treated. She said the question that Councilor Bettman had raised was very <br />different than how the Supplemental Budget should be treated.
