In <br />none of the opponents' submittals subsequent to the Planning Commission's <br />recommendation to the City Council do the opponents attempt to address the <br />Planning Commission Findings and show where those findings are in error. <br /> <br />r <br /> <br />Goal One Coalition March 13, 2008 letter <br /> <br />This letter discusses the development relevant to the TransPlan's designation <br />of the area for nodal development. The letter particularly cites the portion of <br />the "Findings of Fact and Conclusions of Law" in the LCDC Order approving <br />TransPlan, which states: <br /> <br />"Eugene, Springfield and Lane County need to review plan <br />amendments and zone changes outside nodes to assure they are <br />consistent with the nodal development strategy.... Certain uses, <br />such as neighborhood shopping centers are critical to the <br />success of nodal development.
