<br />to Commercial and 1.3 acres. of land from Commercial to Medium Density Residential will create <br />an internal conflict with the remainder of the Metro Plan. <br /> <br />The applicant provided detailed findings intending to show how the Metro Plan diagram <br />amendment is consistent with the policy direction contained in the Metro Plan. Those polices are <br />addressed below. <br /> <br />The following Metro Plan polices are applicable to this request: <br /> <br />Growth Management Goals. Findings. and Policies <br /> <br />The UGB and sequential development shall continue to be implemented as an essential <br />means to achieve compact urban growth. The provision of all urban services shall be <br />concentrated inside the UGB. (Policy 1) <br /> <br />As detailed in the response to Statewide Goal 11 (above) urban services are available to the subject <br />property and the property is within the Eugene portion of the metropolitan UGB and within the <br />incorporated City limits. As such, the subject property is providing for compact urban growth and <br />has the essential services available for development. As defined in the glossary of the Metro Plan <br />compact urban growth is defined as: <br /> <br />Thefilling in of vacant and underutilized lands in the.UGB, as well as redevelopment <br />inside the UG B. <br /> <br />The amendments will allow compact urban growth to occur on lands that are currently within the <br />UGB and underutilized for an urban area. The redevelopment of the site will provide needed <br />commercial employment opportunities and also provide medium density residential development. <br />As such the proposed amendments support this policy. <br /> <br />To accomplish the Fundamental Principle of compact urban growth addressed in the text <br />and on the Metro Plan Diagram, overall metropolitan-wide density of new residential <br />construction, but necessarily each project, shall average approximately six dwelling units <br />per gross acre over the planning period (policy 24) <br /> <br />The proposed development seeks to increase the amount of medium density residential designated <br />land within the subject site area and thus increase the supply of land available for higher density <br />development within the River Road/Santa Clara subarea. The future development of the site, <br />therefore, will help the region achieve its goal of compact urban growth. As such the proposed <br />amendments support this policy. <br /> <br />Encourage development of suitable vacant, underdeveloped, and redevelopable land where <br />services are available, thus capitalizing on public expenditures already made for these <br />services. (Objective 8) <br /> <br />The subject property is currently underdeveloped with access to readily available public facilities <br />and services.
