<br />provide opportunities for the City and the Neighborhood association to scrutinize development <br />proposals. It also limits the size of commercial buildings on the site and requires buildings oriented <br />toward internal streets and sidewalks rather than exclusively to the arterial. Although the <br />Community Commercial zoning district will allow slightly more flexibility of uses, the proposed <br />refinement plan policies requiring subsequent development reviews and limiting building scale will <br />assure the neighborhood character of future development. For these reasons, the proposed <br />amendments support and implement Metro Plan policies "B.28" and "B.29." <br /> <br />F. Transportation Element <br /> <br />The project area is currently served by River Road (a Major Arterial), Hunsaker Lane (a Major <br />Collector) and Green Lane. Hunsaker Lane is a county road that is not improved to urban standards; <br />development of the subject site will include improvements to Hunsaker, proportionate to the impact <br />of development that will bring the road to urban standards. <br /> <br />Additional information in this statement's response to Statewide Planning Goal 12 - <br />"Transportation" is hereby referenced arid incorporated. <br /> <br />Apply the nodal development strategy in areas selected by each juri~diction that have <br />identified potential for this type of transportation-efficient land ?lse pattern. (Policy F.1) <br /> <br />The subject site is identified in TransPlan as "Potential Nodal Development Area 5-C". Although <br />the area is identified as a potential nodal development area the City has not identified the site for <br />development as a node. Although the applicant is not specifically developing the site under the <br />nodal standards the applicant's mixed-use center concept is support of the intent of the node <br />concept. Future development of the site shall take advantage of its proximity to nearby commercial <br />services and existing and prop.osed transportation networks that complements the nodal standards <br />and provides a scale that is compatible with existing and future residential areas. Please see <br />discussion under Metro Plan, Policy A.I3 for more information on how this policy is met. <br /> <br />Support transportation strategies that enhance neighborhood livability. (Policy F .13) <br /> <br />. Address the mobility and safety needs of motorists, transit users, bicyclists, pedestrians, and <br />the needs of emergency vehicles when planning and constructing roadway system <br />improvements. (Policy F.14) <br /> <br />Require bikeways along new and reconstructed arterial and major collector streets. (Policy <br />F.23) <br /> <br />Provide for a pedestrian environment that is well integrated with adjacent land uses and is <br />designed to enhance the safety, comfort, and convenience of walking. (Policy F .26) <br /> <br />The proposed development will be served by the existing streets (River Road, Hunsaker Lane, <br />Green Lane). Bike lanes currently exist on River Road and the applicant will construct bike lanes on <br />Hunsaker Lane as required at the time of.future development.
