<br />Commercial and Industrial Land Use Policies <br /> <br />Maintain and enhance the compatibility of adjacent land uses through the use of <br />appropriate buffering mechanisms, such as landscaping standards. (Policy 1.0) <br /> <br />Require site plan reviews for all new commercial and industrial developments. (Policy 2.0) <br /> <br />As a condition of development approval for the subject site, site review procedures will be applied. <br />Site review is used "as a means to maintain or improve the character, integrity, and harmonious <br />development of an area, address potential environmental impacts, and to provide a safe, stable, <br />efficient, and attractive on-site environment" (EC 9.8425 Purpose of Site Review), In addition, to <br />assure compatibility between the residential development to the south, and the commercial develop <br />to the north, of Green Lane Planned Unit Development procedures will also be employed. Because <br />any development subsequent to adoption of the plan amendment must comply with site review and <br />planned unit development criteria, the amendment is consistent with Commercial and Industrial <br />Land Use Policies 1.0 and 2.0. <br /> <br />Prohibit the linear expansion of existing strip commercial areas fronting on River Road. <br />Existing strip commercial development may expand by infilling, redevelopment, or <br />expansion onto contiguous property that does notfront on River Road. (Policy 3.0) <br /> <br />Minimize impacts of new commercial development intended to consolidate and improve <br />existing strip commercial areas along River Road by requiring development standards. <br />(Policy 5.0) <br /> <br />New neighborhood commercial uses shall be located away from River Road in locations that <br />facilitate the provision of commercial facilities scaled to a residential area and that allow <br />for dispersal of commercial uses throughout River Road-Santa Clara. (Policy 6.0) <br /> <br />As previously discussed under Metro Plan Policy B.6 on pages 18 through 20 above, incorporated <br />herein by reference, the proposal is found consistent with these policies to the extent that they are <br />applicable. . <br /> <br />i. River RoadlDivision subarea <br /> <br />Recommendations <br /> <br />3. The transition from professional office use to medium-density residential use should occur <br />in the vicinity of a line projected south from the east boundary of the Santa Clara <br />Elementary School property. <br /> <br />4. Rezone parcels north of Santa Clara Square and south of Green Lane for professional <br />office use. <br /> <br />This refinement plan amendment proposes to add a Recommendations 5.0, 6;0, 7.0 and 8.0 that are <br />specific to the subject site (see discussion below). The amended text provides direction specific to <br />the subject site to provide Commercial development north of Green Lane and to allow Medium <br /> <br />Findings- November 19,2007 <br />Page 28 <br />
