Goal 9 is primarily focused on commercial and industrial development within urban areas. <br />To the extent that the goal is applicable to the application, we find that both the existing <br />agricultural use and the proposed use of the expansion area would contribute to the economy <br />of the Metro area through the employment of persons and by providing the natural resource <br />for construction, both of which contribute to the economic health of the state of Oregon. <br />Therefore, we find that approval of the application would be consistent with the intent and <br />purpose of Goal 9. <br /> <br />Statewide Planning Goal 10 <br />To provide for the housing needs of the citizens of the state. <br />The primary purpose of Goal 10 is to ensure that sufficient buildable land is available to provide <br />for a full range of housing needs within the urban area and to avoid creating shortages of <br />residential land which would artificially restrict market choices in housing type, price range or <br />location. The subject property has been designated agricultural in the Metro Plan and is not <br />planned for residential use. There are three dwellings on the property that would be displaced as <br />a direct consequence of the proposed amendments. We find that the proposed amendments, and <br />the eventual loss of the three dwellings, would not measurably impact the existing or future <br />housing stock in the Metro Plan area, nor will they directly result in population growth, increase <br />the demand for housing beyond previously acknowledged projections, or otherwise conflict with <br />the purpose and intent of Goal 10. <br /> <br /> <br />Statewide Planning Goal 11 <br />To plan and develop a timely, orderly and efficient arrangement <br />of public facilities and services to serve as a framework for urban <br />development. <br /> <br />Approval of the application would result in a natural resource use of the expansion area. <br />Significant levels of public services are not required for that use. Approval of the <br />application will not result in the need for extension of public facilities and services to the <br />expansion area beyond those already existing at the current facility. <br />To the extent that Goal 11 is applicable to this application, we find that approval of the <br />application will be consistent with the intent and purpose of the goal. <br /> <br />Statewide Planning Goal 12 <br />To provide and encourage a safe, convenient and economic <br />transportation system. <br />The intent of Goal 12 is implemented through the provisions of the State Transportation Planning <br />Rule (TPR) (OAR 660, Division 12). <br />OAR 660-012-0060(1) requires that “amendments to functional plans, acknowledged <br />comprehensive plans, and land use regulations which significantly affect a transportation facility <br />shall assure that allowed land uses are consistent with the identified function, capacity, and level <br />of service of the facility.” <br />We find that approval of the application will not result in any change in the applicant’s current <br />(and future) use of local roads used for access and egress to it facility. The applicant testified <br />that the proposed expansion area will only be used by the applicant to provide the resource that it <br />processes on its existing site into a marketable product. The applicant testified that no change or <br />modification of the applicant’s existing aggregate processing methodology or facility will be <br />required as a result of the proposed expansion of its resource extraction site.
