To recognize and protect the unique environmental, economic, <br />and social values of each estuary and associated wetlands; and <br /> <br />To protect, maintain, where appropriate develop, and where <br />appropriate restore the long-term environmental, economic, and <br />social values, diversity and benefits of Oregon’s estuaries. <br />The subject property contains no estuarine resources. <br /> <br /> Goal 17 - Coastal Shorelines. <br />To conserve, protect, where appropriate, develop and where <br />appropriate restore the resources and benefits of all coastal <br />shorelines, recognizing their value for protection and <br />maintenance of water quality, fish and wildlife habitat, <br />water-dependent uses, economic resources and recreation and <br />aesthetics. <br /> <br />The subject property contains no coastal shorelines. <br /> Goal 18 - Beaches and Dunes. <br />To conserve, protect, where appropriate develop, and where <br />appropriate restore the resources and benefits of coastal beach <br />and dune areas. <br /> <br />The subject property contains no beaches or dunes. <br /> Goal 19 - Ocean Resources. <br />To conserve the long-term values, benefits, and natural resources <br />of the nearshore ocean and the continental shelf. <br />The subject property contains no ocean resources. <br /> <br />7.0 INTERNAL CONSISTENCY OF METRO PLAN <br />As mentioned previously in Section 3.0 of this application, The Metro Plan has not been amended to <br />adopt procedures and requirements consistent with the Goal 5 Rule for the consideration of PAPAs <br />regarding the designation of significant aggregate sites. The Lane Code and the Eugene Code do <br />not contain specific criteria regarding the consideration of a PAPA proposing to add a site to the <br />Metro Plan’s acknowledged list of significant aggregate sites and have not been amended to <br />conform to the requirements of the Goal 5 Rule through periodic review. Therefore, only the <br />provisions of the Goal 5 Rule are directly applicable to Eugene and Lane County’s consideration of <br />this application. Metro Plan goals and policies and land use regulations of Lane County and the <br />City of Eugene are not applicable to this application. <br /> <br /> <br /> <br />9.0CONCLUSION <br />We find that this application to amend the Metro Plan to designate the subject property as Sand <br />and Gravel and include the subject property in the Metro Plan Goal 5 Significant Aggregate Site <br />Inventory and to change the zoning of it to Sand, Gravel & Rock Products demonstrates that all <br />applicable criteria have been addressed and met. We further find that this application <br />demonstrates that the proposed amendments are consistent with applicable Statewide Planning <br />Goals and Administrative Rules implementing those Goals.
