<br />M I N U T E S <br /> <br /> <br />Eugene City Council <br />Work Session <br />McNutt Room–City Hall <br />777 Pearl Street—Eugene, Oregon <br /> <br /> February 25, 2008 <br /> 5:30 p.m. <br /> <br />COUNCILORS PRESENT: George Poling, Betty Taylor, Jennifer Solomon, Andrea Ortiz, Chris Pryor, <br />Mike Clark, Alan Zelenka. <br /> <br />COUNCILORS ABSENT: Bonny Bettman. <br /> <br /> <br />Her Honor Mayor Kitty Piercy called the work session of the Eugene City Council to order. <br /> <br />A. COMMITTEE REPORTS AND ITEMS OF INTEREST FROM MAYOR, CITY <br />COUNCIL, AND CITY MANAGER <br /> <br /> <br />Mayor Piercy announced that the next Mayor’s One-on-One event would occur the next day at the Rite Aid <br />th <br />Store at 29 Avenue and Willamette Street between the hours of 5 p.m. and 6 p.m. Ms. Taylor would also <br />be present. <br /> <br />Mayor Piercy announced that the Eugene Parks and Open Space Division staff was accepting applications <br />for the community gardens until March 30. <br /> <br />Mayor Piercy noted some recent articles in The Register-Guard, one regarding repeat offenders who drove <br />while their driving privileges were suspended, and called for more work on the issue. She also noted an <br />article on a group of forest workers who were challenging the federal government on its application of fire <br />retardants on the basis they were contaminating rivers and streams. Mayor Piercy also noted an article that <br />quoted Representative Peter DeFazio expressing concern about the lack of federal dollars to repair local <br />roads and calling for attention to the basic infrastructure needs of the country. <br /> <br />Mr. Pryor reported that Ms. Ortiz had been elected his successor as chair of the Human Services Commis- <br />sion (HSC). He characterized the HSC budget being proposed for the next fiscal year as devastating, and <br />said the size of the reductions anticipated if the Secure Rural Schools and Safer Community Self- <br />Determination Act revenues were not renewed would be particularly devastating to human services funding <br />in Lane County. He suggested that the Eugene and Springfield councils should discuss the degree to which <br />those jurisdictions would be prepared to shoulder the burden of providing support to the residents of Lane <br />County when they began to lose services as a result of the reductions. He emphasized it was not the <br />County’s problem, but the residents of Lane County’s problem. <br /> <br />Mr. Clark said he attended the most recent meeting of the Public Safety Coordinating Council Juvenile <br />Justice Subcommittee, at which members had a similar discussion about the Lane County public safety <br />budget outlook.
