ATTACHMENT A <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />TO: JOINT ELECTED OFFICIALS <br /> <br />FROM: Jon Ruiz, City Manager, Eugene <br /> Gino Grimaldi, City Manager, Springfield <br /> Jeff Spartz, County Administrator, Lane County <br /> <br />RE: Regional Planning Coordination Work Plan Development <br /> <br />Background <br /> <br />This memo provides background information on regional planning coordination underway in the <br />Eugene-Springfield Metropolitan area for transportation and land use planning. Planning and <br />transportation staff from Eugene, Springfield and Lane County are working with staff from the <br />Lane Council of Governments (LCOG), the Oregon Department of Transportation (ODOT) and <br />the Department of Land Conservation and Development (DLCD) to sort through the significant <br />planning actions and timelines that must be addressed as this area undertakes compliance with <br />House Bill (HB) 3337 and the concurrent update of the region’s transportation system plan, <br />TransPlan. The outcome of this cooperative staff-level work will be a draft work program that will <br />be presented to the Joint Elected Officials (JEO) in September and submitted to the Land <br />Conservation and Development Commission (LCDC) for approval at their October meeting. <br />LCDC action is necessary to comply with our obligation to have local transportation plans <br />consistent with the recently updated federal Regional Transportation Plan. The following is a <br />summary of the planning and transportation issue discussions currently underway. <br /> <br />Planning Issues – Land Use <br /> <br />Eugene and Springfield are both conducting lands assessment processes as part of the <br />requirements of HB 3337. It is anticipated that the implementation of HB 3337 will lead to <br />proposed amendments to the Metro Plan to: recognize the establishment of separate buildable <br />lands inventories; separate urban growth boundaries for each city; and possible revisions to <br />urban transition agreements between the county and two cities for the areas between the city <br />limits and new urban growth boundaries. Some of the new land use assumptions derived from <br />HB 3337 implementation also may require updates to TransPlan, the Public Facilities and <br />Services Plan and some neighborhood plans to maintain Metro Plan consistency. <br /> <br />Planning Issues – Transportation <br /> <br />TransPlan, the Eugene-Springfield transportation system plan, must be updated to be consistent <br />with the recently updated federal regional transportation plan (RTP). If this work cannot be <br />completed by November 2008, LCDC must approve a local work plan outlining how and when <br />consistency between these two documents will occur. <br /> <br />
