<br /> <br />With no changes to the program, an $8 per unit fee would over-collect by approximately $7,000. With <br />the code enhancements under consideration the program costs will increase. Staff estimates the <br />additional program costs will be $60,000. This estimate is made without experience in the regulatory <br />areas of mold, security and smoke alarm enforcement. <br /> <br />Additional revenues are generated by late payment fees amounting to approximately $17,000 for each <br />year of the program to date. The program budget has not been developed with dependence on these <br />revenues. Staff is considering administrative changes to the program to provide additional notice and <br /> <br />opportunity to pay before late fees are assessed with the intent of reducing the number of late fees. <br /> <br /> <br />RELATED CITY POLICIES <br />Chapter III, Existing Housing Supply and Neighborhoods, Policy A.25 of the Eugene-Springfield <br />Metropolitan Area General Plan 2004 update: Conserve the metropolitan area’s supply of existing <br />affordable housing and increase the stability and quality of older residential neighborhoods, through <br />measures such as revitalization; code enforcement; appropriate zoning; rehabilitation programs; <br />relocation of existing structures; traffic calming; parking requirements; or public considerations. These <br />actions should support planned densities in these areas. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The ordinance is currently scheduled to sunset December 31, 2008, if no action is taken by the council. <br />To continue the Rental Housing Code and add mold, security, and smoke detectors, the council may <br />move the proposal to a public hearing or modify the ordinance and return for a second work session. <br /> <br />1.Direct the City Manager to schedule a public hearing on the proposed ordinance. <br /> <br />2.Direct the City Manager to modify the proposed ordinance and return to council. <br /> <br />3.Take no action allowing the program to end December 31, 2008. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />The City Manager recommends that a public hearing be scheduled on the proposed ordinance. <br /> <br /> <br />SUGGESTED MOTION <br /> <br />Move to direct the City Manager to schedule a public hearing on the proposed ordinance. <br /> <br /> <br />ATTACHMENTS <br /> <br />A.
