<br />velopments, insures that options other than driving can begin to be considered. <br /> <br />The more robust the implementation of TSI, TDM and Land Use, the greater the effect <br />the combination will have reducing automobile reliance. <br /> <br />The integrated nature of the plan elements means that changes in any of the individual <br />elements will affect the outcome of the alternative performance measures. For example, <br />while nodal development and BRT have a primary affect on reducing Percent Non-Auto <br />Trips, changes in TDM, bikeway and other plan strategies also contribute to the reduc- <br />tion. <br /> <br />Nodal Development - By design, nodal development reduces the need for individual trips <br />made by automobile within the node. The proximity of residential clusters to retail and <br />commercial services, coupled with at-grade pedestrian and bicycle facilities, fosters <br />movement by alternative modes within the node. A range of designs exist that can di- <br />rectly affect the amount of drive alone traffic that occurs within and through the node. As <br />the integration of designs for pedestrian, bicycle- and transit are enhanced, the accessibil- <br />ity and movement of the automobile through this environment starts to diminish. <br /> <br />Bus Rapid Transit (BRT) - BR T provides a frequent ,and highly reliable source of trans- <br />portation that can compete with the automobile'.- The more frequent and reliable transit <br />service becomes, the easier it is for patrons to board and use the service. People have a <br />tendency to avoid using transit because it cannot compete with the ease and convenience <br />their own automobile affords them. As proposed in TransPlan the service will provide a <br />quick and easy transportation solution for a whole variety of trip purposes and will com- <br />pete well with the travel time of the automobile along major corridors. As such, the serv- <br />ice will start to attract more riders. As the time between buses using the BR T corridor <br />diminishes, so to does the need for using a schedule. Connecting viable nodes along the <br />BR T corridor creates the ability for more riders to use the service to get to and from the <br />destinations they want to go to. <br /> <br />Transportation Demand Management (I'DM) - TDM is the essential management of in- <br />formation that can be provided to prospective users of alternative means of transportation <br />to diminish their reliance on driving to and frow destinations via their own automobiles. <br />An essential component in establishing TDM programs is marketing. The more attractive <br />TDM options become, the easier they are to use; however, in order to be used the public <br />needs to be made aware that various programs, facilities and services exist. Nodal devel- <br />opment coupled with TDM marketing and services effectively reduces the reliance of <br />single occupancy automobile trips. <br /> <br />Priority Bikeway Miles - Priority bikeway projects consist of those projects that are along <br />an essential core route on which the overall system depends, fill in a critical gap in the <br />existing bicycle system, or overcome a barrier where no other nearby existing or pro- <br />grammed bikeway alternatives exist (e.g., river, major street, highway), or significantly <br /> <br />Exhibit C <br />Findings in Support of the Adoption of TransPlan <br /> <br />31 <br />
