<br />The revised TransPlan nodal development strategy (Land Use Policies # 1, #2 and #5) and <br />Land Use Policy #3, concerning transit supportive land use patterns, provide direction to <br />encourage the integration of commercial and residential land uses with the specific intent <br />of reducing travel distances. Revised TransPlan Bicycle Policy #3 and Pedestrian Policy <br /># 1 direct the development of bicycle and pedestrian environments that are integrated into <br />all developments and provide greater opportunities for walking and bicycle use. <br /> <br />F. Metro Plan Citizen Involvement Element <br /> <br />4. Maintain an ongoing metropolitan region policy committee, known as the <br />Metropolitan Policy Committee (MPC), to provide policy direction on major Plan <br />updates, Plan amendments, and special studies. MPC shall resolve land use issues <br />and other disagreements among the two cities and the county and fulfill other inter- <br />governmental functions as required by the three metropolitan governments. <br /> <br />The MPC has been delegated responsibility by the local Metropolitan Planning Organi- <br />zation (MPO) to provide policy guidance related to the conduct of the transportation <br />planning process, for adoption of the annual Transportation Improvement Program, and <br />to advise the LCOG Board (the MPO) on transportation planning related issues. This re- <br />sponsibility has assured that the MPC has been closely involved in the discussion of all <br />transportation related issues, including the adoption of revisions to TransPlan and the <br />Metro Plan text amendments. <br /> <br />5. In addition to its citizen involvement responsibilities, JPCC shall provide <br />guidance for intergovernmental studies and projects and shall provide a forum at <br />the planning commission level for resolving intergovernmental planning issues, in- <br />cluding proposed Metro Plan amendments.' <br /> <br />The Metro Plan designates the Joint Planning Commission Committee (JPCC) as the citi- <br />zens committee for coordinating and soliciting citizen input on the Plan update process. <br />The first phase of the TransPlan amendment process began development in June 1992. <br />The process was developed by the Lane Council of Governments and the Transportation <br />Planning Committee. The JPCC reviewed and approved the public involvement plan in <br />September 1992. Two community workshops were held, surveys were distributed, and <br />presentations were made to a variety of citizen groups. <br /> <br />Phase II of the public involvement process was approved by the JPCC in April 1993 and <br />approved by the Metropolitan Policy Committee in May 1993. Phase II involved the se- <br />lection of stakeholder groups and stakeholder group representatives. The first stakeholder <br />meeting had 68 of the 88 stakeholder representatives attending and over 150 attendees. <br />Later stakeholder meetings had fewer participants, but all stakeholder meetings had a <br />strong level of citizen and stakeholder participation in the process of forming and identi- <br />fying issues. <br /> <br />Exhibit C <br />Findings in Support of the Adoption of TransPlan <br /> <br />48 <br />
