<br />sidewalks, on-street bike lanes, traffic signals, street lights, medians, traffic calming devices, and <br />other integral parts of the street system. These efforts will be undertaken only to preserve <br />existing elements, not to expand the capacity of the street system. In addition, the City will <br />annually allocate not less than $350,000 of the bond proceeds to fund the overlay and <br />reconstruction of existing off-street bicycle and pedestrian paths. <br /> <br />G. <br />A list of projects that the City expects to complete using the bond proceeds is <br />attached as Exhibit A to this Resolution. The criteria for choosing these projects included: a) <br />citizen input with respect to prioritizing major streets in need of reconstruction; b) scientific <br />information about needed street preservation from the pavement management system; and c) <br />geographic distribution of projects throughout the community to ensure all areas of the City <br />receive a benefit from the bond proceeds. <br /> <br />H. <br /> Over the life of the bond measure, pavement conditions or circumstances could <br />change making it more prudent or cost-effective to spend funds on projects not anticipated at this <br />time. In order to address changing circumstances, the City Manager will create a standing Street <br />Preservation Advisory Committee to make recommendations to staff about the prioritization of <br />projects to be undertaken with bond proceeds. The members of the Committee will be appointed <br />by the City Manager and include a variety of stakeholders from various geographic areas of the <br />City as well as members with expertise in road maintenance activities. City staff will take the <br />recommendation of the Committee into account when preparing the annual street preservation <br />project list. The City Manager will consult with the Committee before directing staff to <br />undertake a pavement preservation project not included in the list attached as Exhibit A of this <br />resolution. <br /> <br />I. <br /> In order to promote accountability in the use of bond proceeds, the City Manager <br />will contract with an outside auditor to prepare a written report on the use of the bond proceeds <br />on a regular basis. The auditor will ascertain and report on whether the bond proceeds were used <br />for the authorized purposes and in compliance with the restrictions set forth above. The City <br />Manager will provide the report to the Council and the Street Preservation Advisory Committee <br />and make the report publicly available. <br /> <br />NOW, THEREFORE, based upon the above findings, <br /> <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br /> <br /> Section 1. <br /> A City election is called for the purpose of submitting to the qualified electors <br />of the City a measure authorizing the issuance of a maximum of $81,100,000 of General <br />Obligation bonds to fund preservation of streets and off-street bike and pedestrian paths. <br /> <br />Section 2. <br /> The City Council orders this City election to be held in the City of Eugene, <br />th <br />Oregon, concurrently with the general election on the 4 day of November, 2008, in accordance <br />with the provisions of Chapter 254 of the Oregon Revised Statutes, and the ballots shall be <br />counted and tabulated and the results certified as provided by law. <br /> <br />Resolution - 2 <br />
