<br /> <br />ATTACHMENT D <br />restrictions had been watered down from their previous iterations as the code amendment process <br />had progressed. <br />Jerry Finigan <br />, 1250 Irvington Drive, Eugene, spoke in favor of the stormwater drainage <br />restrictions as described in MCA No. 8. He said that the condition of streams and other natural <br />drainage systems in the River Road-Santa Clara Basin area had deteriorated significantly over the <br />last 43 years and cited the housing development in the area as one of the main contributory factors <br />in this deterioration. <br />Carol Titus <br />, 29936 Kelso Avenue, Eugene, spoke regarding MCA No. 1 regarding the number of <br />dogs allowed by residents within City limits. She said that the number of dogs allowed to residents <br />in the City should be raised to three or even more. She said that raising the number of allowed <br />dogs would offset the negative impact of the closing of the Lane County Animal Shelter, as well as <br />improving the general health and well being of the animal population in Eugene. She said that <br />raising the limit would also encourage greater compliance with animal licensing regulations and <br />that the revenue generated by such licensing would be significant. <br />Gary W. Cook <br />, Box 3765; Eugene, Oregon 97403, spoke in favor of the proposed fence height <br />changes as described in MCA No. 2. He said the current Code restrictions regarding fence heights <br />do not allow him adequate protection from deer infestation on and near his property. He showed <br />the Planning Commission photos of the protective deer fencing structures on his property in order <br />to demonstrate that they do not constitute a nuisance or similar defacement. <br />Kate Perle <br />, 4740 Wendover Street, Eugene, spoke in general support of the sustainable <br />neighborhood amendments, and particularly in favor of the stormwater drainage restrictions as <br />described in MCA No. 8. She said that for the survival and well being of her community, the <br />natural stormwater management system needed to be enhanced and preserved, not continually and <br />progressively compromised by development. <br />th <br />Steven Baker <br />, 360 East 15 Avenue, Eugene, spoke regarding MCA No. 7 regarding the parking <br />restrictions as they pertain to development in the West University neighborhood. He said that he <br />wished to correct public misperceptions regarding this amendment, and reminded the planning <br />commission that the staff had increased the parking requirements beyond what was originally <br />recommended by various community organizations in 2007.
