He hoped that options 2, <br />3 and 4 in the agenda item summary would be supported. <br /> <br />Ms. Ortiz appreciated the council’s discussion of downtown problems, but was not comfortable with the <br />concept of an exclusionary zone ordinance until there had been further conversations. She asked for <br />clarification of the difference between enhanced penalty and exclusionary zones. Chief Lehner said that <br />enhanced penalty zones would designate high enforcement zones in which the rules would be posted and an <br />ordinance would be enacted to impose enhanced penalties for violation of specific ordinances within a zone. <br />He said an exclusion zone would establish an enhanced sentence that would exclude someone from an area <br />based on conviction of certain violations.
